This is a vintage, working, 1960s English Clock Systems Smiths Clockwork Darkroom Clock / Timer. A mechanical timer made by English Clock Systems (ECS), which was part of Smiths Industries.
In fair cosmetic condition with the cream-beige coating missing in a few areas. The glass face is also scuffed making it slightly cloudy but still readable. The chrome parts of the clock are slightly rusty.
You wind the clock using the key on the rear and then start/stop the timer by lifting/depressing the lever on the left. The right side lever resets the hand to zero. The black hand counts elapsed time up to 60 minutes and the red hand counts seconds. Unlike most kitchen count down timers, you can't set a specific time, e.g. 30 minutes, and there is no alarm. It literally is a time counter like a large stopwatch.
Useful in Photographic darkrooms as the levers are easy to find when you're working in safelight!
